I have a year old SYL-2352 that would control the temp of a hot water rinse. It gets wired up to 120V, SSR, RTD. I wired it up just like the old one that works perfectly, but the screen changes numbers & letters every half a second & it won't let me do anything with the set button or the arrows. I uninstalled it & wired up the old one the same way & that one works correctly. Is the new one trash?

Well, without a video or picture, I cannot tell whether your controller is good or bad. You can try to disconnect your temperature sensor from your controller to force showing an ORAL error, so your SET button should function. If no help, your controller could be bad.

Or maybe you can check if any of your keys are stuck at pressed status.

It looks this controller has a hard time to power up. It might be due to low input voltage, or bad connection, or bad controller. You can power down your panel at first then use a screw driver to confirm the power input wires on pin 9 and 10, to see if there is bad connection there. You can also use a multimeter to verify the AC voltage between pin 9 and 10 (when panel is powered) and see if you get a stable 110V or 240V AC. If the issue remains, your controller is bad and you need to replace it. Please be careful for the live voltage.

All the connections are good & there is good power going to the wires. So the controller is bad, thank you for your help.
